Opposition leaders in Venezuela delivered a May 2016 petition to the National Electoral Council (CNE) calling for a recall referendum, with the populace to vote on whether to remove Maduro from office.[84] On 5 July 2016, the Venezuelan intelligence service detained five opposition activists involved with the recall referendum, with two other activists of the same party, Popular Will, also arrested.[85] After delays in verification of the signatures, protestors alleged the government was intentionally delaying the process.

Since Brazil began using electronic voting machines in 1996, there has been no evidence that they have been used for fraud. Instead, the machines helped eliminate the fraud that once afflicted Brazil’s elections in the age of paper ballots.

Univisión announcer Jorge Ramos described his detention following a live interview of Maduro, saying that if Maduro does not release the seized video of the interview, "he is behaving exactly like a dictator".

Along the course of the Orinoco River lie the Llanos, a relatively level region of savannas and tropical rainforests, where the land undulates only between low mesalike interfluves and shallow, meandering, braided river courses. Cattle raising and oil exploration predominate in this sparsely populated region, which experiences river flooding in summer and drought in winter.

The most significant sign of Mr. Bolsonaro’s political isolation came just after election officials called the race. Brazil’s speaker of the House, Arthur Lira, a Bolsonaro ally and one of the country’s most powerful politicians, read a statement to television cameras that made clear he would not back any effort to hold on to power.

While Venezuelans were affected by hunger and shortages, Maduro and his government officials publicly shared images of themselves eating luxurious meals, images that were met with displeasure by Venezuelans.

The death of Chávez elevated Vice Pres. Nicolás Maduro to the presidency. A special election to choose a president to serve out the remainder of Chávez’s six-year term was held on April 14 between Maduro, who Chávez had indicated was his preferred successor, and Capriles. Maduro won a very narrow victory, and Capriles demanded a full recount, alleging that there had been widespread voting irregularities.

On 11 January 2018, the Supreme Tribunal of Justice of Venezuela in exile decreed the nullity of the 2013 presidential elections after lawyer Enrique Aristeguita Gramcko presented evidence about the presumed non-existence of ineligibility conditions of Maduro to be elected and to hold the office of the presidency. Aristeguieta argued in the appeal that, under Article 96, Section B, of the Political Constitution of Colombia, Nicolás Maduro Moros, even in the unproven case of having been born in Venezuela, is "Colombian by birth" because he is the son of a Colombian mother and by having resided in that territory during his youth.

“I will govern for 215 million Brazilians and not just for those who voted for me,” he said. “There are not two Brazils. We are one country, one people, one great nation.”

During the Venezuelan presidential crisis, Venezuelan National Assembly president Juan Guaidó said that the Maduro government had plans to steal for humanitarian purposes the products that entered the country, including plans to distribute these products through the government's food-distribution program CLAP.[264]

At least some of the advisers urged the president to concede, but it was not clear if he had yet reached a decision on what to do, according to three government officials who spoke on the condition of anonymity to discuss private meetings.
